The management of ground cover is central for sustainable pastoral production in the Australian rangelands. Where changes in management achieve an increase in ground cover above the expected, then enterprise income may be reduced in the short-term. Under this scenario there is a trade-off between the natural resource benefit (public benefit), against forgone income through sacrificed feed-base (private cost).
