Model development was begun in August 2001 and completed in October, 2002. Three separate modeling stages were required before the model was finalized. An initial model based on FSH 1909.15, Environmental Policy and Procedures, plus the knowledge and experience of several District level SME’s was completed in November, 2001 and included all the relevant environmental laws (NEPA, CWA, CAA, ESA, NHPA). A second model based solely on the CEQ’s NEPA regulations (40 CFR 1500-1508) was completed in June, 2002 and used SME’s from the IMI, WO-EMC and CEQ. IMI merged the initial District model with the CEQ model to create a third model representative of the business process for NEPA compliance during the Ranger District level project planning process.Â
