This version of the model was originally drafted by Steve Solem, Rick Ullrich, and Floyd Deloney of the Forest Service Ecosystem Management Coordination staff in March 2001. Although the primary purpose for developing the model was to capture the activities associated with managing I&M programs the group felt it necessary to capture the context of program management within the EMC staff activities in the WO. Since the initial development of the model, the Regional Inventory and Monitoring coordinators and the WO I&M Program Advisory Group met and reviewed the model. Adjustments were made to enable the activities to be as relevant to program management at the RO level as they are at the WO level. The activities coded RED indicate areas where WO and RO staffs need to improve effectiveness, YELLOW coded activities indicate areas of concern where some improvements are needed, and GREEN coded activities indicate the activity seems sufficiently effective to permit it to go along status-quo without high priority for fixing it.
