Having covered some of the more notable outlaws of the Arivaca area in the previous issue of The Connection, Kasulaitis delves into the early years of law enforcement in southern Arizona. Robert H. Paul was Pima County Sheriff from 1881-1886, and in 1890 became U.S. Marshall for the Arizona Territory until 1893. After 1893 he served as Justice of the Peace in Tucson until passing away in 1901. Another noteworthy lawman was Burton Mossman who became the first captain of the Arizona Rangers.
