After providing a brief introduction to the Endangered Species Act (ESA) and the Section 10 permitting process, this memorandum continues on to detail the origins and successes of the Sonoran Desert Conservation Plan (SDCP) and the Multi-Species Conservation Plan (MSCP). The MSCP has been an extremely valuable conservation tool for the County and is an innovative approach to mitigating the impacts of development on threatened and endangered species.
